Roselyn Spencer is the Executive Director for the City of Baltimore Employees’ Retirement Systems and for the City’s OPEB Trust. In her position, Roz is responsible for the strategic direction and management oversight for the operations and administration of the City’s four pension plans, consisting of defined benefits and defined contribution plans. She is also responsible for managing and directing the $2.5 billion in assets under management.
Roz’s experience in the financial industry spans over 25 years, with 17 years at the Baltimore City Retirement Systems. Prior, Roz was with the Chase Manhattan Bank in New York, most recently as a Vice President and Relationship Manager in the Global Investors Services Group.
She holds a BA degree in Economics from Cuttington College in Liberia and an MBA in Banking and Finance from Pace University in New York. She also completed a Certified Financial Planning (CFP) course at Adelphia University in New York.
Roz is a member of the National Association of Securities Professionals (NASP), Government Financial Officers Association (GFOA), the National Conference of Public Employees Retirement Systems (NCPERS) and Private Equity for Women Investor Network (PEWIN). She is also a member of Abbott Capital Management, LLC, Advisory Board, a Board Member for the City of Baltimore Retirement Savings Plan (RSP) and a past Board member of the Musical Theater Center of Rockville, MD.
